Pay Range

$153,450 - $236,316 Annually

$153,450 - $197,028 Annually for the TSL.3 level

$183,990 - $236,316 Annually for the TSL.4 level

Job Description

We have an opening for a Superblock Nuclear Facilities Training Manager to oversee the training, qualification and certification programs supporting the nuclear facilities. You will directly support Superblock nuclear facility management in implementing a training program that is systematically derived using instructional systems design processes. This position is closely tied to operational and programmatic operations and includes heavy interaction in the procedural environment. You will collaborate with Superblock nuclear facilities operations and programmatic leadership to ensure the Superblock training program supports the management of special nuclear material operations at LLNL. This position demands innovation in various training modalities (e.g., web-based, video, OJT, lecture, required reading) while simultaneously ensuring the training program meets LLNS contract requirements, DOE Order 426.2 and other federal and state regulations, and LLNL policies and procedures. You will leverage your technical experience, strong communication, leadership, and planning skills to budget for and lead a staff of Training Specialists and administrators in designing, developing, and maintaining an efficient and effective training program, ensuring Superblock has a workforce trained and qualified to meet the demands of a research and development (R&D) nuclear facility in a heavily regulated environment. This position is in the Strategic Deterrence (SD) Directorate.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Establish and maintain a nuclear training program and elements that meet LLNL contract requirements, DOE Directives, and industry standards for training program development.
  • Utilize a graded approach to establish and implement continuing education and training programs that employ core training, refresher training, required reading, and other mechanisms to support organizational strategies and operations.
  • Manage and guide the development and implementation of plans, guidelines, procedures, and other mechanisms that establish, direct, administer, and evaluate the effectiveness of the training program.
  • Negotiate and implement corrective actions, improvement strategies, and evaluate their effectiveness.
  • Ensure changing organizational processes and procedures are appropriately flowed down into applicable training procedures, programs, plans, and courses.
  • Maintain training records and Training Implementation Matrices (TIMs) in accordance with LLNL and DOE requirements, including DOE Order 426.2.
  • Develop, manage, and maintain certification programs for SBK facility operators, fissile material handlers, and tritium handlers that meet nuclear facility certification requirements established within DOE Order 426.2.
  • Manage the Performance Evaluation Committee overseeing fissile material handler certification.
  • Develop and implement plans to promote culture, diversity, equity, and inclusion.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.4 level

  • Influence and collaborate with other LLNL training organizations, functional areas, managers, and vendors to ensure institutional, organizational, and facility specific training is appropriately identified, designed, developed, and implemented.
  • Lead and support assessment activities, audits, and investigations and other data collection activities that support the continuous improvement of facility operations and training, and negotiate and implement corrective actions, improvement strategies, and evaluate their effectiveness.
  • Lead multidisciplinary technical and training personnel to influence strategic technical decisions made by management and internal customers by providing innovative solutions to highly unusual, complex, or sensitive issues/problems where solution path is not known ahead of time.

Qualifications
  • Ability to secure and maintain a U.S. Department of Energy (DOE) Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in instructional technology, environmental science or engineering, or other related degree, or an equivalent combination of education and significant related experience demonstrating a strong technical aptitude.
  • Experience providing technical training and curricula in a high-consequence environment across a diverse population to guide and direct the development and delivery of said technical training.
  • Experience directly working in or supporting nuclear facility, similar high hazard environment, or combination of alternative education and experience.
  • Effective interpersonal, leadership, and/or team building skills necessary to direct staff, clarify issues, and resolve conflicts with tact, discretion, and good judgement.
  • Demonstrated understanding/knowledge of the use and implementation of web-based training (WBT), on-the job training (OJT), lecture, required reading, simulations, interactivity, media, and other training modalities in training program application.
  • Expert verbal communication, collaboration, and interpersonal skills necessary to explain, present, direct, influence and coordinate training activities with senior managers, engineers, scientific and technical staff, and multidisciplinary teams.

Additional qualifications at the TSL.4 level

  • Advanced experience providing technical training and curricula in a high-consequence environment across a diverse population to manage and direct the development and delivery of the technical training.
  • Demonstrated expert verbal and written communication, collaboration, and interpersonal skills necessary to lead a team, present and explain technical knowledge, provide advice to management, regulators, and stakeholders, and present, direct, influence and coordinate training activities with senior managers and multidisciplinary teams with discretion and good judgement.
  • Knowledge of Laboratory management and structure, including supervision, budget, policies, and processes, including knowledge of Laboratory mission and business trends, and an understanding of Laboratory corporate, Department of Energy (DOE), and/or customer/sponsor requirements.

Qualifications We Desire

  • Strong understanding of DOE Order 426.2, DOE Orders and manuals governing nuclear facility training, conduct of operations in DOE facilities, quality implementation programs, and facility safety.
  • Advanced knowledge, skills and abilities working in a nuclear or high hazard facility directly implementing or supporting safety management programs (e.g., personnel training, conduct of operations, quality assurance, safety system maintenance, inadvertent criticality protection, emergency preparedness, fire protection, waste management or radiological protection of workers, the public, and the environment.)
  • Strong knowledge of nuclear or high hazard facility operational requirements and skills to support those operations.
  • Strong understanding of DOE, LLNL, and/or ISM (Integrated Safety Management) Work Control Practices and demonstrated ability to implement or support work control administrative controls such as training.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity, and accountability principles in the workplace.
