Job Description

Lawrence Berkeley National Lab's (LBNL) Office of the Chief Financial Officer has an opening for an Asset Management Manager to join the team.

In this exciting role, you will provide leadership, direction, and oversight of the laboratory-wide distributed property management program. You will manage a team that conducts inventories, asset management, barcode issuance and control, field tagging, precious metals administration, and tracking property within sub contracts and agreements. You will also control excess inventory and long term storage. You are responsible for ensuring the property program is seamlessly integrated with all elements of the Supply Chain and the scientific mission of the Laboratory. You are responsible for fostering a "property culture" based on the premise that it makes good sense to manage the Government's property supported by policies, procedures, and practices that are clear, concise and make good business sense, and are in compliance with DOE/UC/LAB requirements and regulations. You are responsible for formulating short and long-range goals and objectives for property management. You will ensure software support for the program is sufficient and appropriate and utilized to the maximum extent possible in managing the program. Interactions are broad in nature and require frequent independent interaction with Laboratory customers and peers (Division Business Managers, Deputy Division Directors, Division Directors), UC and DOE.

What You Will Do:

  • Establish, maintain and administer an approved property management system, to be in accordance with sound business practice, and applicable Department of Energy Property Management Regulations.
  • Provide leadership and oversight to the Property Management team to assure that programs and services are aligned with programmatic and business objectives and meet customer needs.
  • Represent the Laboratory in interactions with DOE, UC and other DOE Laboratories and outside industry on property management matters.
  • Collaborate with Division Business Managers and customers to facilitate development of new products, services, policies and procedures.
  • Plan and direct the Laboratory-wide property program, which encompasses properties inventories, division property program liaisons, property tagging and recording, property information systems, storage and property disposition.
  • Supervise the Property Management staff including performance evaluation, salary, career development and disciplinary actions.
  • Provide training to the Property Specialists, Property Representatives and the general Laboratory personnel to educate and involve all personnel in managing the Government's property. Develop and administer property and training requirements for all required Laboratory personnel.
  • Responsible for the financial management of the core Property Group including budget and resources, program planning and day-to-day operations.
  • Work with Laboratory/UC management to establish and meet performance measures to more accurately reflect the business requirements of the Laboratory. Assist in the development and refinement of required DOE Property Performance measures.
  • Represent the Laboratory on institutional committees.
  • Ensure organizational performance management outcomes, measures and objectives are established and met for the functions within the OCFO.
  • Conduct operations and business management in compliance with applicable laws and regulations.
  • Ensure that all work is conducted safely.

What is Required:

  • BS/BA Degree in Business Administration or related field, or equivalent combination of education and a 5 - 7 years of related work experience.
  • Experience in managing a Property function.
  • Experience in defining and developing policies and procedures to applicable laws and regulations.

  • Familiarity with barcode and other property technologies. Ability to seek out and apply state-of-the-art technologies for Property management.
  • Strong successful managerial and leadership skills to deal with complex issues with innovative solutions.
  • Experience developing, planning and implementing laboratory-wide projects and initiatives. Ability to sustain an approved property program.
  • Supervisory experience to delegate, effectively lead, and motivate diverse multi-organizational teams through complex projects to achieve a common goal.
  • Demonstrated ability to coordinate across organizational lines to achieve buy-in for projects and initiatives.
  • Demonstrated ability to set standards of excellence for an organization and implement systems for measuring and managing organizational performance.
  • Experience establishing and maintaining effective working relationships with a broad cross-section of management, technical and administrative personnel exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.
  • Communication skills to effectively explain, present, advise, and influence stakeholders, including other agencies on a variety of issues.
  • Experience providing feedback to management on issues that impact an organization's overall Property Management System and any areas that may have future significance.
  • Demonstrated ability to use a variety of software applications, i.e. Microsoft Excel, Word, PowerPoint, Access. Expert knowledge of the use of Web based property applications.
  • Certified Professional Property Specialist (CPPS).
  • Certified Professional Property Administrator (CPPA).

Desired Qualifications:

  • Knowledge of LBNL business, financial, human resources and safety management policies and procedures.
  • Certified Professional Property Manager (CPPM).

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. The budgeted annual salary range is $148,046 to $164,496.
