Lawrence Berkeley National Laboratory is seeking an Institutional Contract Assurance Manager to join our world-renowned research institution. This position is accountable for the development, implementation, and management of Berkeley Lab's Contract Assurance System and quality assurance policies, programs and processes across the Laboratory.

As the leader of the Office of Institutional Assurance & Integrity, you will manage an experienced team of 7 individuals and an annual budget of approximately $2 million, ensuring optimal resource allocation to manage institutional assurance and risk. As a key member of the Operations Senior Leadership Team and the Director's Audit Advisory Committee, you will contribute to strategic decisions that shape the future trajectory of Berkeley Lab.

Berkeley Lab has a dynamic workforce of about 4,000 employees and an annual operating budget of approximately $1.4 billion. The University of California (UC) manages Berkeley Lab for the U.S. Department of Energy's (DOE) Office of Science. The Institutional Contract Assurance Manager reports to the Laboratory Director with an indirect reporting line to the Deputy Laboratory Director for Operations and the Vice President of the UC's Office of National Laboratories.

The Office of Institutional Assurance and Integrity oversees the Contractor Assurance System (CAS), which provides DOE, UC and Berkeley Lab with confidence that the Laboratory is achieving its scientific mission within the DOE requirements and its stewardship responsibilities. This involves supporting administration of the UC/DOE Prime Contract, managing and addressing risk and issues, assessing our institutional processes, ensuring quality assurance is built into our systems, sharing lessons learned and monitoring and analyzing performance metrics.

Key Responsibilities:

The Institutional Contract Assurance Manager provides leadership and program oversight in the following areas:

  • Contract Assurance Program: Supports UC/DOE Prime Contract administration, negotiation, modification, and integration with existing Berkeley Lab operations and business processes.
  • Institutional Risk Registry: In close coordination with Lab leadership, oversees risk registry development, facilitates discussions, maintains accurate and complete risk data, and analyzes risks and issues for Laboratory's risk management framework.
  • Requirements Management Program: Administers contract requirements tracking, integration into existing processes.
  • Institutional Assessments: Establishes the Laboratory's assessment framework, coordinates annual Integrated Assessments Schedule shared by the tri-parties (UC/LBNL/DOE) to track the schedule and outcomes of internal and external assessments.
  • Issues Management Program: Using a risk-based approach, manages issues from discovery to resolution, including causal analysis, extent of condition assessments, effectiveness reviews, and development of Corrective Action Plans.
  • Quality Assurance Program: Ensures reliability, repeatability and sustainability across Lab functions and management systems.
  • Continuous Improvement: Identifies and shares lessons learned and best practices across the Laboratory and DOE complex.
  • Performance Monitoring: Monitors and reports operational performance, including the DOE's Performance Evaluation and Measurement Plan, and develops consistent performance metrics across all management systems for the Laboratory. Collaborates with senior management on understanding of contract performance requirements and metrics.
  • Contract Assurance Council Coordination: Holds a primary leadership role in forming and hosting Contract Assurance Council quarterly meetings.
  • Relationships: Acts as principal point-of-contact with DOE, UC Office of the President, and Contract Assurance Council. Establishes and maintains strong working relationships and partnerships with key internal and external stakeholders, including the Deputy Lab Directors for Research and Operations.
  • Reporting: Reports risks and performance trends to Berkeley Lab management, UC National Laboratories, and DOE, including Federal Managers' Financial Integrity Act and Price Anderson Amendment Act compliance.
  • Leadership: Manages the Office of Institutional Assurance & Integrity team. Leads assurance processes, policies, and activities across the Laboratory. Fosters a collaborative approach in working with senior leadership and staff.

Required Qualifications:

  • A bachelor's in a relevant field such as Research Administration/Policy, Business, Public Administration and a minimum of 12 years of relevant experience in leadership and/or management positions overseeing fast-paced contracts, projects, and/or programs (such as risk management, contract management, public administration, quality assurance); or an equivalent combination of education and experience.
  • Proven ability to build, manage, and lead effective teams within complex organizational environments.
  • Extensive experience in creating and managing compliance policies for large organizations, with a proficiency in analyzing and interpreting complex government regulations.
  • Demonstrated success in conducting and handling complex and effective institutional investigations and/or audits under strict confidentiality.
  • Exceptional communication skills, adept at engaging diverse stakeholders while being sensitive to their needs and perspectives.
  • Proven experience as a strategic senior leader, proficient at collaborating with internal and external leadership to set, oversee, and communicate strategic priorities.
  • Ability to assess and adapt an organization to the changing needs of the institution.
  • Proven ability to cultivate and nurture relationships founded on trust and mutual respect.
  • Established capacity in efficiently overseeing an annual budget.
  • Ensure the Laboratory's stewardship of research, people, and resources to maintain its value as a national asset.

Desired Qualifications:

  • Master of Business Administration or similar advanced education in related field.
  • Demonstrated leadership of research administration/policy, assurance, risk, compliance functions at an institutional level.
  • Experience with the DOE contracting process or equivalent.
  • Experience with performance assurance and causal analysis.
  • Experience in government, academic, highly regulated corporate, or research organizations.
  • Experience recapitalizing and/or implementing new institutional business systems.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $275,000 - $335,000 per year for the AD3.6 Institutional Compliance & Ethics Manager VI classification. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.
  • The Institutional Contract Assurance Manager is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
