DESCRIPTION

UC San Diego Health Sciences is a Vice Chancellor area within the University of California San Diego (UCSD). The organizational structure comprises of an Academic and a clinical enterprise. The Academic enterprise encompasses 18 departments and 2 professional schools (The School of Medicine and The Skaggs School of Pharmacy and Pharmaceutical Sciences) and is dedicated to teaching and research. The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under direction of the Reviews and New Appointment Manager in the Office of the Vice Chancellor for Health Sciences (VCHS), the New Appointment Supervisor serves as a member of the ARC Reviews and New Appointment Team. Independently responsible for contributing to file preparation, system information development, and coordination of various academic personnel matters. Provides in-depth knowledge and expertise on the new appointment and academic personnel policies and procedures to ARC client groups.

Strategizes on work assignments, trouble shoots escalations, provides training to the staff (inside and outside of the unit). Plans and develops a comprehensive approach and management of the academic process from beginning to end. Develops timelines for the various academic personnel actions processed by the new appointment subunit. Reviews, analyzes, interprets, and makes recommendations on complex academic personnel policies and procedures. Generates and reviews confidential documents of academic advancement, and provides analysis and recommendations. Serves as an academic personnel subject matter advisor to faculty, Division Administrators, faculty support staff, and Faculty Salary Specialists for assigned departments. Counsels faculty on the academic appointment process and strategies in order to determine the best course of action academically to ensure the enhancement and achievement of faculty career goals. Performs complex ad hoc reporting and analysis pertaining to academic personnel for client groups as requested.

Provides day-to-day direct operational supervision of the staff work in the unit in all aspects of new appointments and in collaboration with the Reviews and New Appointment Manager, develops, improves, and maintains good working relationships and partnerships with various clientele and central offices (IFSO, APS and OADEO). Develops and recommends customer service standards for implementation in the New Appointment unit. Demonstrates leadership in advising NA team members on best practices and approaches to improve client relations. Actively participates in the short and long term planning, policy and program development, and workflow assessment of the unit as it relates to client relations. Identifies opportunities for improvement, makes recommendations to business processes in order to increase efficiency and productivity of the overall unit to best meet client expectations. Responsible for the development of training materials including but not limited to customer service, academic affairs, etc. for the team and/or client groups as necessary.

As a seasoned experienced professional with a comprehensive understanding of UC, campus, and unit academic practices, policies, and procedures, resolves moderate to complex academic HR-related issues affecting a broad range of academic titles in imaginative and practical ways.

MINIMUM QUALIFICATIONS
  • Seven years of related experience, education/training, OR an Bachelor's degree in related area plus three years of related experience/training.

  • Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Significant experience explaining and applying academic personnel policies to the academic appointment and advancement process for full time faculty and professional researchers. Strong experience researching, analyzing, interpreting, and evaluating complex information with an understanding of complex academic personnel policies and issues.

  • Demonstrated experience determining career path progression for new and junior faculty with ability to give sound advice on how to progress academically as defined by the faculty member, Division Chief and Department Chair.

  • Strong organizational skills to coordinate large volumes of work, establish priorities, and meet deadlines. Demonstrated experience in maintaining a high degree of accuracy and attention to detail, and accomplishing tasks under the pressure of deadlines, while working with constant interruptions, and changing priorities.

  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.

  • Demonstrated leadership skills to manage conflict resolution, problem solving, team building, and organizational development. Demonstrated experience in providing day-to-day staff work direction and to train staff.

  • Ability to communicate effectively with diverse audiences. Excellent verbal and written communication skills necessary to communicate ideas internally, externally and inter-departmentally, using tact, diplomacy, flexibility, attention to detail, correct spelling, and grammar. Commitment to abide by and practice the UCSD Principles of Community in daily interactions with customers and colleagues.

  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.

  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.

  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials, and make critical decisions regarding personnel.

  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.

  • Demonstrated ability to independently analyze computer systems and applications in order to recommend, support, and implement new and improved processes.

  • Advanced computer skills in Microsoft Office; extensive experience in the use of case management and electronic databases and web-based systems to facilitate administration of academic personnel. Ability to create and analyze data and create dashboards to enhance team performance and client satisfaction.

  • Demonstrated experience in managing multiple projects and developing training tools and documents.

  • Ability to motivate, supervise and develop a high performing team of professionals. Experience supervising and/or providing work direction in a complex matrix organization.

SPECIAL CONDITIONS
  • Must be willing to work beyond normal work schedule during peak business periods as needed for deadlines.

  • Must be able to attend occasional meetings on weekends.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
