The District is currently accepting applications for the position of Systems Analyst in the Information Services Division. This is an open recruitment for one (1) full-time, limited-term contract position up to two years.

This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District's ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the EA MOU, and LTCE employees serve on an at will basis.


About You in the Position
The Systems Analyst in the Information Services Division will work closely with the IT and the Air District's grant programs teams to help design and implement a new grants management system (GMS). As an experienced Systems Analyst and project lead, you'll document the vision and outcomes in a request for procurement, define and document the business rules, manage the vendor, ensure accuracy and effective systems configuration, be the technical lead for the accurate transfer of data to the new system, manage migration, timely delivery of the new system including testing, go-live, and ongoing maintenance. This cutting-edge solution streamlines processes to enhance data accuracy and reporting and empowers our team to make informed decisions efficiently. Your customer-facing role involves understanding our unique business needs, designing intuitive interfaces, integrating powerful features, and ensuring seamless implementation. Definition
Under general direction, coordinates, analyzes, designs, implements and evaluates the acquisition, development and maintenance of District-wide information management systems, including hardware, software, communications, and training; designs and modifies application systems; develops, recommends, and implements District network, telecommunications, and computer systems; administers network, file servers, and multi-user computer systems; and performs related work as assigned.

Distinguishing Characteristics
This advanced, specialized classification performs complex duties in the development and acquisition of data communications, telecommunications, networking and system software and hardware, and develops and modifies complex application systems. The responsibilities of this class inherently include providing project leadership and work direction to others. In the Applications Program this classification focuses on application development and database design, and in the Operations Program this classification focuses on systems administration, computer operations and telecommunications support. This class is distinguished from Supervising Systems Analyst in that the latter has overall managerial responsibility for the staff and activities in the Applications, or Operations Programs.


Examples of Duties for this Position

Participates in the negotiations and administration of contracts for hardware and software acquisition and maintenance; orders personal computer hardware and software; directs system installations and upgrades and hardware repairs.

Designs, develops, tests and implements new systems to meet user requirements and needs.

Administers network, file servers, web server, multi-user systems, PBX, voicemail, e-mail, and relational data base management systems.

Directs the work of programmers in the development, testing and implementation of complex programs.

Gathers and analyzes information regarding user systems and requirements; conducts feasibility studies and develops system, time, equipment and cost requirements; develops or modifies automated systems to fulfill those needs using computer generated techniques.

Writes user procedures and instructions and assists user staff in implementing new or modified programs and applications; tracks and evaluates project and system progress; plans and develops test data to validate new or modified programs; designs input and output forms and documents.

Confers with user division staff regarding assigned functional program areas.


Identifies, analyzes, develops, recommends, and implements data, and voice systems; analyzes current systems and develops short- and long-range goals for system development and implementation; recommends improvements to the system based on District needs and system capabilities.

Assists in the development and implementation of goals, priorities and policies relating to District-wide information management.

Evaluates, selects and implements the installation and testing of new computer hardware, software and telecommunications equipment.

Assists in the development of information systems budget relating to computer hardware and software acquisition and maintenance.

Develops and maintains network security and disaster recovery plans for database and network file server systems.

Conducts special studies and projects involving administrative, organizational management analyses related to telecommunications, and network and multi-user data systems; prepares and presents recommendations and reports on system use, budget projections, and system designs and procedures.

Develops and implements upgrade plans for telecommunications systems, networks, multi-user systems and desktop environments.

Assists programming staff and systems users in resolving hardware, software, and operational problems.

Simulates hardware and software problems using computer generated techniques; tests and evaluates alternative solutions, and recommends and implements appropriate applications design.

Maintains current knowledge of technology and new computer user applications.

Oversees the staff and activities of assigned projects.

Minimum Qualifications

* 5-7 years of experience in grants administration, systems management, IT
* BS in Business, Engineering, Computer Science/Information
* 5- 7 years of experience with Microsoft Excel
* 5- 7 years of experience in Microsoft Power Platform including PowerView, PowerPivot, and PowerBI, Power Automate and demonstrated experience in data visualization best practices using Power BI
* 5-7 years of verifiable expertise in the development of new and/or ongoing administration of existing Salesforce and/or Microsoft CRM system deployment
* 4-5 years of experience generating metrics/dashboard creation, reporting, and presenting data and analysis.
* 4-5 years working with and migrating data stored across multiple databases/data sources
* 4-5 years of experience with security requirements for cloud-based data management and web-based applications
Experience with UI/UX, including ADA requirements for government organizations.
Ability to work independently and part of a team
Advanced problem-solving skills and data analysis skills
Customer service skills

Education & Experience
A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics or a closely related field and two years of experience in systems design and analysis, systems programming, network and systems administration and/or data and voice communications.

Desirable Qualifications
Knowledge of Government procurement and contracting processes
Experience in vendor management.
